The Radhakrishnan University Education Commission of 1949 emphasised the need for establishing Agricultural Universities in India., Subsequently, the indo-American team consistitued under the Chairmanship of Dr. K.R. Damle (1955),the then Vice president of Indian Council of Agricultural Research, suggested a system of education for Indian as followed in the Land Grant Colleges of USA.

The Central Library serves a wide range of users? viz. undergraduate students, postgraduate students, research scholars, scientists, teachers, administrators and other staff/employees of the university present in headquarters and other outlying colleges and research stations. Central Library having 97589 no of Books with subscription of 45 Foreign & 110 Indian Journals and 7204 Bound volumes of journals. Central Library also having 3951 thesis of Sc. & Ph. D.and General Reference, Reports, Proceedings, Abstracts, Reviews, Bibliographies etc. including in-house publications. , Central Library, being part and parcel to the education and research system, is playing a vital role in the Orissa University of Agriculture and Technology (OUAT).
